Which is more cost-effective, Manchester City's 2B package that includes a bill or the one that does not include a bill?

Recently I saw two 2B1B apartments in the same building, available for rent starting from September. One includes bills for 235+pppw and the other does not include bills for 170+pppw. The facilities are complete but it takes 20 minutes to commute to the North and South campuses. So, which one should you choose?
